Job Summary
As a Systems Development Officer you will be developing, testing and promoting system changes for the Corporate Systems utilised by Children's Services across Lincolnshire County Council.
We are seeking a creative, detail orientated individual with excellent interpersonal skills to join our team. Working closely with colleagues in Children's Services including Social Care, Early Help and Education and Health you will be responsible for the specification, build, demonstration and testing of a wide range of system design changes. Along with ease of use for system users, ensuring effective statutory data collection is also a key part of the role, which is a vital consideration with every system change undertaken.
A key part of the role is to be able to maintain positive relationships with service colleagues and be confident in being able to challenge requests in a proactive and positive manner to achieve consistency across the system ensuring formatting of all forms, letters and processes are in a familiar format for end users, performance and our service users.
Once changes have been specified and built, you will be meeting with system users to demonstrate and discuss this, explaining how this will work for them, working collaboratively to obtain feedback and documenting any further amendments and actioning.
Key responsibilities include
- Create change specifications from interpretation of business need, system functions, reporting considerations and front end user requirements whilst adhering to Change Management Processes and Data Quality Framework
- Creating and maintaining comprehensive build documentation
- Conducting system testing for both upgrades and bespoke system changes
- Work closely with Children's Services colleagues to create new workflows and enhance existing ones and provide support to users post deployment
- Lead User Acceptance Testing for system changes with internal and external colleagues
- Liaise with Performance colleagues to ensure statutory data can be collected effectively and reporting required for team KPI’s
- Provide advice and guidance on system changes to System Support and Training colleagues to enable effective creation of user guides, workflow maps and training materials
- Lead on-site meetings including active participation in working groups for large scale or wide ranging system changes and onboarding of new teams
- Consider and address the impact of all system changes on other system users and interconnected workflows
Skills and experience required
- Excellent IT skills
- Experience of using workflow based Case Management systems
- Ability to produce and maintain detailed, accurate documentation used for build and testing
- Ability to work closely with colleagues from different areas of the business to source creative system based solutions including organising and leading workshops
- Understanding of Children's Services processes and procedures
- Excellent interpersonal skills and the ability to explain technical solutions in a non-technical manner
- Effective team working and collaboration with others
- Ability to research and interpret legislation led changes and compliance
- Understanding of data quality and data quality frameworks
- Ability to work to deadlines, be flexible and effectively manage own workload
