Assurance and Risk Manager
This is a new role, responsible for developing, implementing and embedding assurance, risk and related governance practices across GLCCA. You will work closely with senior officers, statutory officers, Members and delivery teams to establish proportionate, consistent and effective approaches to risk management, internal control and assurance, supporting a strong culture of good governance and continuous improvement.
What you will be doing
Governance and assurance
Drive the development of governance, risk and assurance so leaders can make informed decisions and there is robust accountability.
Provide assurance that key governance policies (including whistleblowing) are embedded and operating effectively, reporting on compliance and effectiveness to senior management and the Audit/Governance Committee.
Embed best practice by integrating risk management into business planning and performance processes.
Provide clear, actionable advice to senior leaders and governance bodies, translating complex insight into practical recommendations.
Monitor arrangements for fraud prevention, detection and response, and engage with regulators, funding bodies and assurance providers where required.
Internal audit
Develop and oversee the internal audit function (using SLAs as appropriate), aligned to professional internal audit standards (for example, IIA standards).
Produce and deliver a risk-based internal audit plan, approved by the Audit Committee, covering areas such as transactional finance, programme and project controls, and key operational, digital and change risks.
Act as the primary point of contact for the Audit Committee on internal audit and risk matters, producing clear reports that highlight key findings, themes, and any areas requiring escalation.
Track management actions arising from internal and external audit activity, reporting progress and overdue actions.
Risk management, internal control and business continuity
Provide assurance on the design and effectiveness of internal controls across the organisation.
Own the risk management framework and risk reporting to the Audit Committee, including review of significant and emerging risks and mitigations.
Lead the development, implementation and ongoing review of the business continuity framework, ensuring plans are tested, maintained and aligned to statutory requirements and good practice.
What we are looking for (essentials)
Significant senior-level experience across internal audit, risk, assurance and governance.
Experience of leading or overseeing internal audit activity, including risk-based audit planning.
Strong knowledge of statutory and regulatory frameworks relevant to risk and assurance, including CIPFA/SOLACE principles.
Experience of reporting to, or working closely with, an Audit Committee or Board-level committee.
Excellent written and verbal communication, with the confidence to provide constructive challenge at senior and board level.
Independence, integrity and sound professional judgement, alongside a collaborative approach that maintains audit independence.

Location and travel
The role will be based on-site in Lincoln, with occasional travel across Greater Lincolnshire and to partner locations.
