Play a key role in supporting the delivery of GLCCA’s programme and project portfolio.
This is an opportunity to provide essential financial oversight for grant‑funded activity across Greater Lincolnshire.

About the role

As Programme Finance Officer, you will provide financial management support across GLCCA’s programmes, with a strong focus on monitoring and reporting grant‑funded budgets.

Working closely with the Head of Programmes, programme managers, and internal finance teams, you will:

  • Monitor programme budgets, expenditure and forecasts.
  • Provide early warnings on variances and financial risks.
  • Produce accurate financial reports and expenditure summaries.
  • Support compliance with grant funding conditions and reporting requirements.
  • Coordinate routine procurement and purchasing activity in line with organisational procedures.
  • Maintain accurate financial and procurement documentation for reporting, governance and audit.
  • Assist with funding claims and financial analysis to support programme monitoring and decision‑making.
  • Contribute to financial best practice across the programme.

The role is based full‑time in Greater Lincolnshire with a requirement to travel.


What we are looking for

Essential requirements include:

  • Experience supporting financial monitoring or budget management within programmes, projects or grant‑funded activity.
  • Strong numerical and analytical skills, including use of spreadsheets and reporting tools.
  • Ability to translate complex financial information for non‑finance stakeholders.
  • Proficiency in financial systems and tools.
  • Ability to identify financial risks and support mitigation.
  • Ability to work on your own initiative.
  • Ability to work effectively with both finance and non‑finance colleagues.
  • Personal resilience and the ability to work in a fast‑paced, evolving environment.

Desirable requirements include:

  • Experience preparing funding claims, returns and audit documentation.
  • Understanding of public sector financial governance and funding compliance.
  • Understanding of a Combined County Authority and its service responsibilities.
