 We’re looking for an experienced, forward‑thinking transport professional to lead our growing Transport Strategy function during an exciting period of change. This is a rare opportunity to play a pivotal role in developing the region’s long-term transport vision, supporting sustainable growth, improving connectivity, and delivering better outcomes for our residents, businesses, and communities.

 

About the Role

As the Transport Strategy Manager, you will lead the strategic arm of the Transport Function within the Combined County Authority, overseeing the development, maintenance, and delivery of the Local Transport Plan (LTP), the Bus Service Improvement Plan (BSIP), and a range of associated strategies.

You will manage a small but expanding team and act as an intelligent client for externally commissioned work, ensuring high‑quality outputs, robust governance, and alignment with statutory duties.

 

What We’re Looking For

We’re seeking a confident, politically astute leader with the ability to operate in a complex and fast‑moving environment.

You will bring:

  • Degree-level qualification or equivalent experience.
  • Experience operating at a senior management level in a complex organisation, preferably public sector
  • Strong experience developing integrated, multi‑modal transport strategies
  • A thorough understanding of national and regional transport policy
  • Proven ability to lead partnerships, influence stakeholders, and negotiate effectively
  • Skills in analysing complex information, presenting to large groups, and making decisions under pressure
  • A strategic mindset with the ability to manage competing priorities and deliver at pace
  • High levels of integrity, credibility, and professional judgement
  • Experience with commissioning, procurement processes, and contractor management
  • Budget management and commercial negotiation skills

Above all, we’re looking for someone able to combine vision with delivery, balancing strategic direction‑setting with the practicalities of transitioning a new transport function into full operation.

Location and travel
The role will be based on-site in Lincoln, with occasional travel across Greater Lincolnshire and to partner locations.
