Lincolnshire County Council (LCC) is continuing its ambitious digital transformation journey, and we are looking for a passionate and experienced Modern Workplace Education Lead to join us on this journey to build an aspiring and dynamic IT department, tasked with delivering real value to council colleagues and the citizens of Lincolnshire.

This role is central to ensuring our Modern Workplace technologies are not only delivered, but fully understood, adopted, and embedded across the council. You will lead on digital skills development, user adoption, and engagement for our Microsoft 365 and end‑user computing services-helping our workforce work smarter, more securely, and more confidently. If you thrive in IT Service Delivery and Modern Workplace technologies and are excited about making a real impact across our diverse and extensive directorate service areas, then we want you on our team.

About the Role

As an experienced Modern Workplace Education Lead, you will play a vital role in Lincolnshire County Council’s digital transformation by ensuring colleagues are confident, capable, and supported in how they use modern workplace technology. The role focuses on driving adoption, developing digital skills, and delivering a positive user experience across Microsoft 365 and end‑user computing services helping technology deliver real, everyday value.

You will design and deliver engaging, creative, and innovative training approaches, support organisational change, and act as a strong advocate for users ensuring digital tools are accessible, inclusive, and easy to use. You will proactively identify opportunities where technology can streamline ways of working and improve efficiency and productivity across the organisation.

Working closely with Service Delivery Managers, Product Teams, security colleagues, and IT partners, you will support the safe and effective adoption of services aligned to ITIL 4, GDAD governance, and NIST CSF 2.0, while contributing to a forward‑looking, agile approach to public‑sector service delivery.

You’ll bring experience in end‑user training, digital adoption, and change management, along with a strong understanding of modern workplace technologies and IT service management practices. You’ll be curious and proactive in exploring new and evolving digital capabilities, using creative engagement approaches and champion networks to enhance productivity, user confidence, and overall user experience.

Key Responsibilities

  • Lead the training, coaching, and support for end-users adopting Microsoft 365 and other digital workplace technologies.
  • Develop and maintain self-service training materials, user guides, and workshops to enhance digital confidence across the council.
  • Develop strategies to increase user satisfaction and engagement with workplace IT services, championing improvements to end-user experience.
  • Lead and support modern workplace community groups (e.g., Microsoft 365 Champions network and SharePoint Site Owners group) to drive best practice, engagement, and adoption.
  • Prioritise and manage the Microsoft 365 product backlog, liaising with external partners to coordinate and implement roadmap changes and supporting product teams with validation and quality assurance.
  • Monitor and enhance user satisfaction by gathering feedback, analysing user experience, and implementing improvements with the IT Partner and Service Delivery Managers.
  • Support the implementation of ITIL 4 service management practices, contributing to effective incident, problem, request fulfilment, and change management.
  • Work with Service Delivery Managers to assure outsourced IT service provider performance, ensuring compliance with the outsourcing contract and SLAs.
  • Ensure modern workplace services align with GDAD governance principles and ITSM best practices, maintaining auditability, data integrity, and regulatory compliance.
  • Support the Security team to embed security awareness and best practice, supporting compliance with NIST CSF 2.0 and promoting zero-trust principles, endpoint security, and data protection.
  • Engage with business leaders, service owners, and IT teams to understand requirements and support change management initiatives that drive adoption.
  • Support the council’s transition to an agile, product-based operating model, embedding continuous service improvement and using data-driven insights to identify enhancements.
  • Assist in the management of end-user computing environments (e.g., Intune, device provisioning, and identity management) and support modern workplace policies for security, compliance, and accessibility.
  • Support the integration and adoption of Microsoft 365 and SharePoint, enabling effective collaboration and cloud-first ways of working.
  • Use analytics, reporting tools, and dashboards to track service performance, adoption rates, and user feedback, providing actionable insights to improve service quality and engagement.
  • Ensure modern workplace services and learning approaches are inclusive and accessible, supporting a diverse range of user needs and promoting digital inclusion.
  • Work with Service Delivery Managers, the IT Partner, and Corporate Communications to issue timely, effective user communications using appropriate channels.

 

The Modern Workplace Education Lead reports to the Modern Workplace Portfolio Lead and works closely with Service Delivery Managers, Product Teams, security colleagues, IT partners, and business stakeholders to drive the successful adoption of modern workplace services across Lincolnshire County Council. The role is central to ensuring Microsoft 365 and end-user computing technologies are not only delivered, but fully understood, embedded, and used effectively by colleagues across the organisation.

You will collaborate with the IT Partner, service owners, and directorates to design and deliver engaging, creative, and accessible training, guidance, and communications that build digital skills, improve user confidence, and promote inclusive ways of working. The role supports ITIL 4 ways of working across incidents, requests, problems, and change, helping ensure services align with user needs, governance requirements, and agreed outcomes.

This is a pivotal role in the council’s modern workplace transformation, shaping how digital services are adopted and experienced day to day. You will play a key part in continuous service improvement by using user feedback, analytics, and service insights to prioritise enhancements, support agile and product-based delivery, and champion improvements to user experience.

The ideal candidate will be enthusiastic, collaborative, and confident working in an agile environment, with proven experience in digital adoption, training, and change support. You will be comfortable engaging a wide range of stakeholders, championing user-focused improvements, and building strong digital communities to embed best practice.

The postholder is expected to take personal responsibility for contributing to organisational transformation and evolving ways of working, maximising benefits and efficiencies for both internal and external customers. This includes promoting self-service, securely embedded digital tools, and inclusive learning approaches, in line with Lincolnshire County Council’s Core Values, Behaviours, and policies.
