About the role
As a Project Officer (Community Learning) your role is to manage and support a caseload of subcontracted training providers across Greater Lincolnshire who deliver courses on LCC’s Adult Skills Fund Budget
You will play an integral part in ensuring the successful delivery of learning programmes through a managed network of 35 training providers to deliver over 6,000 training places to adults each year. You will support the planning, commissioning and performance monitoring of a wide range of adult learning programmes in response to identified priorities and requirements across this wide geographical area.

Hybrid working is a feature of this role. The successful applicant will be required to attend the office alongside the rest of the team at least once a week (usually a Thursday) . On occasion additional days may be required. The remainder of your time will be spent hybrid working and traveling across the county visiting our subcontracted providers within their local settings. The Council can offer an element of flexibility within working patterns to accommodate a strong work-life balance.
About you
On an individual basis you will actively contribute to our ambition of delivering high quality learning provision to adults across Greater Lincolnshire. You will work autonomously, be responsible for making informed decisions, developing and maintaining strong partnership relationships, and supporting sub-contracted training providers to meet targets and quality measures. Your expertise in Further Education and Skills, contract management and exceptional interpersonal skills will be crucial in building effective relationships and addressing areas of concern proactively. Ideally you will be:
- Educated to NVQ Level 4 or equivalent OR with suitable industry experience.
- Have a minimum of Level 3 Adult Teaching Qualification (PTLLS or equivalent) or willingness to obtain
- Experienced in curriculum design and delivery in a post-16 or adult community setting
- Experienced in contributing to quality assurance processes including learning observations or be willing to develop the necessary skills
- Have demonstrable experience in partnership working, managing business relationships or contract management
- Have suitable ICT skills (Microsoft Office)
We cover the whole of Greater Lincolnshire which encompasses North and North East Lincolnshire and therefore you will need a full driving licence and access to a vehicle.
