Senior Public Health Emergency Planning Officer

Job Introduction

An exciting opportunity has arisen within Lincolnshire County Council's Public Health team for a Senior Public Health Emergency Planning Officer to lead and coordinate the Public Health contribution to Emergency Preparedness, Resilience and Response (EPRR) activity across Lincolnshire’s health, care and resilience partnerships.


Reporting to the Programme Manager (Health Protection Assurance) and working closely with the Head of Health Protection, Public Health leadership team and system partners, you will play a key role in ensuring that Public Health is prepared to prevent, respond to and recover from a wide range of emergencies, incidents and disruptive challenges, whilst contributing to wider multi-agency resilience arrangements to protect the health, wellbeing and resilience of Lincolnshire's communities.

About the role

The Senior Public Health Emergency Planning Officer is the Public Health team's lead specialist for Emergency Preparedness, Resilience and Response (EPRR).


Working across local government, NHS organisations, the UK Health Security Agency (UKHSA), the Integrated Care Board (ICB), Lincolnshire Resilience Forum (LRF) and other key partners, you will provide expert advice, leadership and assurance to ensure Public Health fulfils its role within local emergency planning, business continuity and health protection arrangements. 

You will lead the development of Public Health emergency preparedness arrangements and support the Director of Public Health in discharging relevant statutory responsibilities. The role includes developing plans, policies, exercises and training programmes that strengthen Public Health's ability to respond effectively to incidents and emergencies and ensuring that the health and wellbeing impacts of emergencies are considered within wider preparedness and resilience arrangements.

 

You will also provide specialist support during incidents and outbreaks, including participation in emergency response arrangements and multi-agency response structures where required. 



Key responsibilities

As Senior Public Health Emergency Planning Officer, you will

  • Lead the delivery and continuous improvement of Public Health EPRR arrangements within Lincolnshire's Health Protection Assurance Framework.
  • Support the Director of Public Health in providing assurance against relevant statutory preparedness and resilience requirements. 
  • Ensure compliance with relevant legislation, including the Civil Contingencies Act (2004) and Health and Social Care Act (2012).
  • Develop, maintain and review Public Health emergency response, recovery, business continuity and contingency plans.
  • Work with partners across the Lincolnshire Resilience Forum and Local Health Resilience Partnership to strengthen preparedness and resilience.
  • Represent Public Health in multi-agency resilience structures and ensure health protection considerations are reflected within preparedness and response arrangements.
  • Design, deliver and evaluate EPRR training, exercising and development programmes for Public Health staff and system partners.
  • Provide specialist advice and operational support during public health incidents, outbreaks and major emergencies.
  • Support and advise Public Health consultants and senior leaders fulfilling strategic, tactical and incident management responsibilities.
  • Lead on the identification, assessment and management of health protection and resilience risks.
  • Produce high-quality reports, briefings, business cases and assurance updates for senior leaders, boards and partnerships.
  • Contribute to policy development, service improvement and implementation of lessons identified from incidents and exercises.
  • Represent Lincolnshire County Council Public Health at local, regional and national meetings relating to health protection, emergency planning and resilience.


About you

We are looking for an experienced and motivated professional with a strong understanding of emergency preparedness, resilience, business continuity and health protection


You will be able to work confidently across organisational boundaries, influence stakeholders at all levels and remain calm and effective in demanding and fast-paced environments



You will bring:

  • Experience of emergency planning, resilience, business continuity, health protection or a related field.
  • Knowledge of the Civil Contingencies Act (2004), Health and Social Care Act (2012) and wider EPRR frameworks.
  • Experience of working collaboratively across organisations and building effective partnerships.
  • Excellent communication, presentation and influencing skills.
  • Experience of planning and delivering training, exercises or development programmes.
  • Strong analytical skills and the ability to interpret legislation, policy and guidance to inform local practice.
  • Experience of report writing, audit, assurance or programme support.
  • The ability to manage competing priorities and respond effectively to changing circumstances.
  • A commitment to protecting the health and wellbeing of Lincolnshire's communities.


A degree-level qualification or equivalent experience is essential. Experience of working within public health, healthcare, the NHS, local government or emergency planning environments would be advantageous.
