Street Works and Permitting Manager

Lincolnshire County Council is seeking a dynamic and forward-thinking Street Works and Permitting Manager to minimise disruption, manage roadworks and other activities on the highway network.

We are looking for a person who wants to make a difference for residents and road users of Lincolnshire to improve the efficient running of the 5,500 miles of road network. In the role you will lead a team of 30 professionals, collaborate with internal teams, elected members, utility companies and other external stakeholders to deliver a high-impact service, which supports the Council’s corporate objectives

About the Role

As Street Works and Permitting Manager you will lead and coordinate the operational delivery of the Lincolnshire Permit Scheme and Street Works service. You will direct a team of specialists, working closely with internal and external stakeholders, to minimise disruption, uphold legal responsibilities, and ensure technical performance and financial outcomes are achieved and improved

You will be responsible for:

  • Delivering statutory duties under the Traffic Management Act, New Roads and Street Works Act and other relevant highways legislation 
  • Lead a team of specialist managers and oversee up to 35 staff
  • Drive innovation and continuous improvement of service delivery 
  • Foster collaborative relationships with statutory utility companies to ensure street works can be delivered and their impact mitigated 
  • Represent the Council regionally and nationally 

About you

We are looking for an experienced professional and motivational leader, with a positive “can do” attitude with:

  • A Level 5 qualification (or demonstrable equivalent experience) in a relevant discipline 
  • Extensive knowledge of traffic management legislation and best practice 
  • A proven track record of stakeholder engagement and performance management
  • Experience in managing large teams delivering complex services 
  • Excellent communication and leadership skills
