Bus Strategy Lead
We are seeking an experienced and motivated Bus Strategy Lead to play a central role in shaping the future of bus services across the region. This is a rare opportunity to help shape a new and evolving transport function at a pivotal point in its development. You will have real influence over how bus services develop across the region and make a tangible difference to communities, accessibility and economic growth.
Reporting to the Transport Strategy Manager, you will be the organisation’s strategic lead for bus policy, programmes and interventions. You will own and drive the development of a single, region‑wide Bus Service Improvement Plan (BSIP) and provide strategic leadership on bus reform, funding and infrastructure investment.
This is a high‑profile role operating at the interface between the Combined Authority, constituent local authorities, bus operators, the Department for Transport and other key partners. You will lead bus‑related commissions and ensure that strategic transport ambitions are translated into practical, deliverable interventions.
What We’re Looking For
You will be a strategic thinker with strong experience operating at a senior level, ideally within a public sector or local government environment. You will bring:
- Proven experience developing transport strategies, including public transport
- Strong knowledge of national and regional transport policy
- Experience of partnership working, negotiation and influencing at senior levels
- The ability to work confidently in a complex, political environment
- Excellent communication, problem‑solving and decision‑making skills
- The credibility to represent the organisation with partners, operators and government
A relevant professional qualification or membership of a professional body is desirable.

Location and travel
The role will be based on-site in Lincoln, with occasional travel across Greater Lincolnshire and to partner locations.
