Lead a Legacy to Build the Foundations of a New Era for Greater Lincolnshire

This is a rare and career-defining opportunity to become the inaugural Chief Executive of the Greater Lincolnshire Combined County Authority (GLCCA). As the most senior officer of the Authority, you will be at the forefront of a bold new chapter in regional leadership—turning vision into reality and laying the foundations for long-term success.

You will lead the organisation through its formative years, setting its strategic direction, operational effectiveness, and cultural identity. Acting as the Mayor’s principal adviser, you will help shape policy and delivery across all devolved functions and serve as the key interface with central and local government.

We’re seeking a leader with the presence, insight, and drive to shape the future of Greater Lincolnshire. You will lead from the front—bringing strategic clarity, energy, and a deep understanding of devolution to a newly formed authority. You’ll have a proven track record of delivering transformational change in politically complex environments, and the ability to inspire trust, align diverse stakeholders, and build an organisation that delivers lasting impact for communities across the region.

Employer
Please note, this role is with the Greater Lincolnshire Combined County Authority (GLCCA), not with Lincolnshire County Council.

Location and travel
The role will be based on-site in Lincoln. The successful candidate will be required to be in the office full-time with occasional travel across Greater Lincolnshire and to partner locations.

The role is politically restricted under the Local Government and Housing Act 1989 (as amended) and will be based full-time in Greater Lincolnshire, with a requirement to travel.

Right to work and sponsorship
This role is not eligible for Skilled Worker visa sponsorship. The Greater Lincolnshire Combined County Authority does not currently hold a Home Office sponsor licence. Applicants must therefore have the existing right to work in the UK at the time of application and for the duration of employment.
