About the role

As Head of Programmes, you will lead the development, delivery, and strategic oversight of GLCCA’s complex programme and project portfolio. Working in partnership with the Programme Finance & Procurement Officer, you’ll ensure financial sustainability, oversee budgets, and maintain compliance with funding requirements.

Key areas include:

  • Leading the planning, delivery, and evaluation of major programmes and projects across transport, employment, skills, infrastructure investment, and business initiatives.
  • Providing strategic advice to senior leaders and the Mayor on priorities, opportunities, risks, and organisational impact.
  • Overseeing business case development, financial modelling, and cost‑benefit analysis.
  • Managing competing priorities, risks, and complex issues throughout the programme lifecycle.
  • Building strong collaborative relationships across GLCCA and with external partners.
  • Leading engagement strategies and representing GLCCA at strategic forums and partnership events.
  • Motivating and managing a high‑performing Programmes Team, promoting innovation and continuous improvement.
    The role is based full‑time in Greater Lincolnshire with a requirement to travel.

What we are looking for

Essential experience, skills and attributes:

  • Strong understanding of financial management, including budgets and programme costs.
  • Proven experience delivering large, complex projects and programmes in a multifaceted organisation.
  • Ability to work collaboratively to achieve organisational objectives.
  • Leadership and people‑management experience within a complex environment.
  • Excellent negotiation and stakeholder‑management skills.
  • Experience working with senior public and private sector stakeholders.
  • Educated to degree level in a relevant discipline or equivalent experience.
  • Personal resilience and ability to work in a fast‑paced, evolving, and politically sensitive environment.
  • Experience providing strategic advice to political leaders or senior executives.

Desirable:

  • Understanding of a Combined County Authority and its responsibilities.
  • Postgraduate qualification and/or membership of a relevant professional body.
