The Greater Lincolnshire Combined County Authority (GLCCA) are seeking to appoint an Independent Member to the Overview and Scrutiny Committee.
THE GLCCA
The Greater Lincolnshire Combined County Authority (CCA) is a newly established body which has taken on devolved powers from the government to shape a better future for Lincolnshire and its residents.
Led by the newly elected Mayor, and bringing together leadership from across Greater Lincolnshire, the new Authority will work collaboratively to invest in infrastructure, support local businesses, and promote sustainable growth while protecting the area’s rich heritage and natural environment.
THE ROLE OF AN INDEPENDENT MEMBER (SCRUTINY)
An Independent Member is sought to co opt onto our Overview and Scrutiny Committee to provide an independent and impartial presence and make valuable contributions to the scrutiny of the decisions taken by the Mayor and the Authority and matters that affect the Authority’s area or its inhabitants.
The Overview and Scrutiny Committee comprises 11 people - two Members from each of the three constituent councils that make up the combined authority, four representatives from the non-constituent Councils within Greater Lincolnshire, and one Independent Member.
The role of the Overview and Scrutiny Committee is to scrutinise decisions made or actions taken in connection with functions of the GLCCA and make reports or recommendations to decision-makers. The Committee are tasked with holding the Mayor to account in relation to their Mayoral Priorities and to hold the Authority to account for the ambitions and outcomes of the Greater Lincolnshire Plan and key strategies. The Committee will also develop and maintain a rolling programme of scrutiny around the delivery of the Authority’s key functions. The Overview and Scrutiny Committee will meet formally and in public four times a year with meetings held on a Wednesday morning at County Offices in Lincoln. There may be exceptional additional meetings that are arranged where attendance is required, as well as organised training and briefings and task and finish groups.
The Co-Opted Independent Member for Overview and Scrutiny Committee will need to be a competent scrutineer and therefore we are seeking individuals who have sound knowledge and understanding of local government and the ability to understand and scrutinise complex issues within a political environment. The Chair of the Overview and Scrutiny Committee will be selected from amongst its membership on an annual basis. In order to provide the Committee with a pool of suitable people to fulfil that role we are seeking candidates who have strong leadership skills to effectively chair meetings and lead discussions, and who are excellent communicators with the ability to foster good working relationships.
APPOINTMENT REQUIREMENTS AND ELIGIBILITY
Applications are accepted from candidates over the age of 18 who are able to attend meetings in Lincoln during the daytime. Candidates may apply for the GLCCA roles of Independent Person for Standards Matters and Independent Member for Audit Committee which are currently being advertised.
An Independent Member cannot be a currently serving Councillor, Co-Opted Member or employee of the GLCCA or of any of the constituent Councils in Greater Lincolnshire (North Lincolnshire Council, North East Lincolnshire Council or Lincolnshire County Council) or of a Parish Council of one of those authorities or have held such a role within the previous five years. They also cannot be a close friend or relative of any of those persons.
In addition, an Independent Member will not be a member of a political party, nor have any conflicts of interests with the Combined Authority.
Successful applicants will be appointed for a fixed term of 2 years and renumerated for the services that they provide. An allowance of £1000 will be payable annually along with travel expenses to scheduled meetings and training sessions. Should a successful applicant be appointed, at a subsequent date, as the Chair of the Overview and Scrutiny Committee an additional special responsibility allowance will be payable in line with the published Members’ Allowance Scheme.
