Scrutiny Officer (18 month position)

Job Introduction

Democratic Services is seeking to recruit a Scrutiny Officer to join the Scrutiny Team. Scrutiny at Lincolnshire County Council aims to review, support and improve existing and emerging policies and ensure that the Council is providing quality services and achieving value for money. Scrutiny Officers perform a key role at the heart of the Council providing support and advice to elected Councillors involved in the scrutiny of Council services. 


The service requires an enthusiastic and motivated individual, committed to excellence in their work and with a passion for the political process. The post holder will be the lead officer for a number of scrutiny committees and will work closely with elected Councillors, in particular their Chairmen and Vice Chairmen, and Senior Officers to lead and co-ordinate the work of their scrutiny committees. The post holder will also be expected to project manage scrutiny reviews undertaken by task and finish groups, and to help support Councillor working groups as required. 


As a key contact in the wider Democratic Services Team, the successful candidate will need to be approachable, an excellent communicator, have the competence to solve problems and to work under minimal supervision and to tight deadlines. The successful candidate will be involved in supporting the wider Democratic Services team and assisting elected Councillors, so they will need to have the ability to approach politically sensitive issues with diplomacy and tact.


A good knowledge of scrutiny and the decision-making process would be advantageous, but you will also receive on-going training and support from a small, friendly team as you help to promote the work of scrutiny across the Council.

Fluency Duty 

In accordance with Part 7 of the Immigration Act 2016 (Fluency Duty), the ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post.
