Waste Operations Manager

Job Introduction

Why this role matters

As a key figure within our Waste Services team, you’ll lead a dedicated group of professionals who ensure Lincolnshire’s Household Waste Recycling Centres (HWRCs) and Waste Transfer Stations (WTSs) are operated safely, efficiently, and in line with environmental standards. Your work will contribute directly to improving recycling performance, enhancing site operations, and maintaining high-quality service for the residents of Lincolnshire.

This opportunity arises due to the planned retirement of a valued colleague, and we’re looking for someone ready to build on that legacy—shaping the future of waste management in Lincolnshire. From working closely with contractors to supporting the development of commercial partnerships, the role offers the chance to influence services that affect thousands across the county.

What We’re Looking For
We’re seeking a hands-on, forward-thinking leader with experience in waste management and team supervision. A strong understanding of health and safety practices, compliance standards, and environmental legislation is key to enable informed decisions to be taken under pressure
. This is a highly operational role where the ability to make swift, informed decisions—while taking full account of environmental legislation and the potential impact on partners—is highly valued, without the need to consult each stakeholder individually beforehand. You’ll need to demonstrate excellent communication skills, confidence in managing contracts and budgets, and a collaborative approach to working with stakeholders and partner organisations.

If you have a WAMITAB Certificate of Technical Competence (Level 4 – Hazardous Waste Transfer) or are working towards it, along with practical experience in operational site management, we’d love to hear from you. An IOSH Managing Safely Certificate and experience in plant/building maintenance or operating machinery (e.g., wheeled loading shovels) would be beneficial.

This role includes participation in an evening and weekend standby rota to support out-of-hours cover and callouts. While this attracts additional pay, it also requires a degree of flexibility. The rota is managed by the postholder, with the expectation that cover is shared fairly across the team.

Who You’ll Be Working With
Our Waste Services team is a passionate and committed group that manages one of the largest waste networks in the country
. You’ll be leading a close-knit operational team, including officers, operatives, and supervisors, all working towards a shared goal of environmental sustainability and service excellence.

You’ll also engage regularly with private sector contractors, local authority partners, and internal colleagues, playing an important part in delivering joined-up waste solutions across Lincolnshire. The role includes contributing to strategic developments and emergency response, making it varied and impactful.

Along with a competitive salary we are offering:

  • “Green book” Local Government terms and conditions
  • Access to Local Government Pension scheme (contribution rate of approx. 24%)
