Strategic Business Partner
Location: Lincoln / Hybrid | Salary: £50,788-£58,188 | Closing date: August 10th
Interview date: w/c Tuesday August 26th - August 29th
Drive digital transformation where it matters most.
Lincolnshire County Council is on an ambitious digital journey; and we’re looking for an experienced Strategic Business Partner to help shape it. If you understand how to align technology with strategy, thrive on senior stakeholder engagement, and have the credibility to advise at the highest levels, this could be your next move.
This is a rare opportunity to join a forward-thinking council that’s investing in digital infrastructure, agile delivery, and data-led service design. We’ve laid strong foundations - and now we need someone to help turn strategy into action.
About the Role
As a Strategic Business Partner, you’ll work closely with Executive Directors and senior leadership to ensure that our digital and IT services meet business needs, support transformation, and deliver measurable public value. You’ll act as the voice of the business within IT, and the voice of IT across the business - ensuring shared goals, clear roadmaps, and effective delivery.
You’ll lead on digital strategy alignment, conduct business impact assessments, and support cross-functional collaboration between product teams, suppliers, and technical leads. This is a strategic post that balances big-picture thinking with a deep understanding of operational delivery.
You’ll also support our shift to a more agile, product-based model and champion the use of modern technologies including Microsoft Fabric, Power Platform, and ESRI ArcGIS.
About You
You’ll bring a strong background in digital transformation, stakeholder engagement, and strategic planning - ideally within a public sector setting. You’ll be confident working at SFIA Level 5, able to operate as a trusted advisor to senior leaders, and experienced in navigating the complexities of outsourced IT provision.
We’re looking for someone who can:
Build effective relationships across senior leadership teams
Conduct structured business impact assessments and identify readiness gaps
Drive adoption of data-led and digitally enabled ways of working
Promote agile and product-based delivery methods
Ensure that digital investments deliver measurable outcomes and value
Understand the integration of technologies such as Power Platform, Microsoft Fabric, and GIS
Champion ITIL 4, NIST CSF, and GDAD-aligned governance practices
Why Join Us?
Operate at a strategic level in a values-led organisation
Help shape the future of digital services across Lincolnshire
Access tailored CPD, professional memberships (including BCS), and development pathways
Collaborate with a diverse, forward-thinking digital leadership team
Benefit from hybrid working and a strong work–life balance
