Salary: £50,788 – £58,188 (Grade 12)
Contract: Full-time, Permanent
Location: Hybrid – with weekly travel to Lincoln as required

We’re looking for a driven and experienced Talent and Leadership Development Business Partner to join our forward-thinking People Team. This is a high-impact role at the heart of our workforce transformation, working alongside senior leaders and a small, capable team to deliver against our People Strategy.

Local authorities are facing unprecedented reorganisation over the next 3 years with the implementation of the Government’s White Paper: Power and Partnership. We therefore need the right people to support our leaders in driving change and ensuring we continue to deliver good public services to our residents.


What will you be doing?
 You’ll lead the design and delivery of programmes and solutions that support our leaders to thrive, enabling better performance, engagement and innovation across the Council. Acting as a strategic partner, you’ll advise on all aspects of talent and leadership development - from succession planning to organisational design and workforce planning.

This is a newly created post within a refreshed team structure, designed to support the implementation of our new People Strategy (2025–2028). You’ll build on progress to date while shaping a culture that drives and delivers continuous improvement in how we work, perform, and behave.

You’ll have the autonomy to shape how we lead, manage and grow talent across the organisation, aligning development with our long-term goals. The role also supports statutory workforce data reporting and provides consultancy expertise across HR projects and priorities.


What are we looking for?

  • A credible and collaborative People professional with experience at a senior level
  • A track record of delivering impactful leadership, talent and organisational development in complex environments
  • A confident communicator who can engage and influence at every level, including senior and executive level stakeholders
  • Someone comfortable managing competing priorities while keeping the bigger picture in mind
  • Ideally, FCIPD qualified or with equivalent experience

You’ll also have experience of leading a team within a similar portfolio; for example, organisational and leadership development, workforce transformation or change.

You’ll also be managing a small team, so the ability to provide direction while supporting development is important.

The role operates under hybrid working arrangements, with a need for regular on-site presence in our newly refurbished base in Lincoln. Independent travel across Lincolnshire may occasionally be required to support leadership across the wider organisation.

We have embraced new ways of working and hybrid working will be a feature of this role. You will be given a nominated contractual work base and you will be required to commute to this work base when necessary.  Working arrangements regarding hybrid working will be discussed as part of the appointment process.

Our technology platform and equipment is very good enabling you to connect and collaborate remotely. We require that you have in place good connectivity, and we will discuss during the recruitment process if support with this is needed.

Fluency Duty
