Payroll Officer -Level 1 or Level 2

Job Title: Payroll Officer (Level 1 or Level 2 – Dependent on Experience)
Location: Hybrid (2 days office/ workload 
dependent) - Lincoln, Lincolnshire
Salary: Grade 3 or Grade 4 D.O.E. £24,796 to £27,254 per annum
Contract Type: Permanent
Hours: Full-Time 37.5 hours per week

Interviews: Week Commencing Monday November 24th


About the Role:
We are seeking a detail-orientated and proactive Payroll Officer to join our People Administration team.
 Reporting to the Payroll team leader you will play a key role in ensuring accurate and timely processing of payroll for all employees, maintaining compliance with statutory regulations and internal policies.

This role is offered at either Level 1 (G3) or Level 2 (G4) depending on your experience and skills. Candidates with substantial payroll experience, particularly in Local Government, and who can demonstrate the ability to handle complex calculations, support team leadership, and deliver training may be considered for appointment at Level 2 (G4).


Key Responsibilities:

  • Process monthly payroll, including starters, leavers, and changes.
  • Maintain payroll records and ensure data accuracy.
  • Liaise with internal and external customers
  • Respond to payroll-related queries from employees and managers.
  • Support audits and contribute to continuous improvement initiatives.

About You:

  • Proven experience in payroll administration.
  • Strong understanding of PAYE, NI, SSP, SMP, and pension schemes.
  • Experienced in using payroll software and basic formula / analytical experience within Microsoft Excel.
  • Excellent attention to detail and organisational skills.
  • Ability to handle confidential information with discretion.
  • A team player with strong communication skills.
  • If applying for Level 2 (G4), you will have at least 4 years’ experience in a payroll role, ideally within Local Government, with a strong understanding of payroll and pension legislation, and the ability to support team operations, deliver training, and resolve complex queries.

Desirable:

  • Experience with Business World (Unit 4)
  • Experience supporting payroll team operations or training delivery
  • Experience resolving complex payroll queries or calculations
